Always Was Always Will Be is a visually rich account of the 1989 attempt by Aboriginal protesters to prevent the redevelopment of the Old Swan Brewery on the Sacred Grounds of the Waugul, Kings Park, Perth. The film lays bare the clash between indigenous spirituality and the interests of economic development, one incident in a long history of such conflicts, culminating most recently in the destruction of the Jukan Gorge cave. In the late 1980s the Swan Brewery protest convulsed the city as a range of forces and organisations became embroiled in the dispute and the workers tasked with the redevelopment walked off the job.

Always Was Always Will Be gives an insight into the living culture and beliefs of urban Aboriginal people in Western Australia, as well as offering lessons for those concerned about the environment, the progressive role of trade unions, the integrity of the Labor Party and the social/spiritual activities of the major churches at this time.
